Why a WhatsApp Message Was Not Delivered (and How to Fix It)

By Sparkforge Support Team ·Last reviewed May 3, 2026

A WhatsApp message can show 'sent' but not 'delivered' when the recipient is offline more than 30 days, has blocked your number, sits in a restricted region, runs an outdated app, or has hit Meta's marketing message quality limit.

The WhatsApp Business Platform marks a message as sent the moment it leaves your sub-account. Delivery depends on the recipient's device, account, and region. Here are the eight reasons messages stall and what to do about each.

Common reasons messages do not deliver

1. Recipient offline more than 30 days

WhatsApp queues messages for up to 30 days. Past that, the message is dropped.

2. Number is blocked

If the recipient blocked your business number — or any other number on your account — messages will not deliver. WhatsApp does not notify the sender.

3. Geographic restriction

The WhatsApp Business Platform is unavailable in:

  • Cuba
  • Iran
  • North Korea
  • Syria
  • Crimea, Donetsk, and Luhansk (Ukraine)

Türkiye is supported for Cloud API messaging as of May 15, 2024.

4. Outdated app or unaccepted Terms

Recipients on old WhatsApp versions or who have not accepted the latest Terms may not receive your messages. Have them update WhatsApp and visit https://wa.me/tos/20210210 to accept the latest Terms.

5. Quality limits on marketing messages

WhatsApp throttles users who receive too many marketing messages — typically 5 to 6 in one day. Once a recipient hits the limit, additional marketing templates are blocked. Utility templates are not affected.

6. Invalid or unregistered number

If the number is not on WhatsApp or was entered incorrectly, the send fails.

7. API errors or invalid parameters

Missing or malformed fields in your API request cause Meta to reject the message before delivery.

8. Conflicting delivery status

If a recipient is logged into WhatsApp on multiple devices, you may see both delivered and failed statuses. As long as one device received it, the message is considered delivered.

What to ask the recipient

  • Confirm they have not blocked your number.
  • Have them message you first to reopen the 24-hour customer service window.
  • Make sure they accepted the latest WhatsApp Terms of Service.
  • Update WhatsApp to the latest version for their device.
  • Confirm they are not in a restricted region.

Authentication and authorization errors

Token problems block delivery before the message reaches the recipient. Use Meta's Access Token Debugger to verify scopes. The token needs:

  • whatsapp_business_management
  • whatsapp_business_messaging

If either is missing, regenerate the token with the correct permissions.

Meta API downtime (Error Code 2)

Brief outages — usually under five minutes — can occur during Meta API updates. Wait five minutes and retry.

Minimum WhatsApp versions

  • Android: 2.21.15.15+
  • iOS: 2.21.170.4+
  • Web: 2.2132.6+

Frequently Asked Questions

What does 'message undeliverable' mean?
The message left your system but never reached the recipient. Causes include the recipient blocking your number, being offline too long, app or Terms issues, or Meta-side restrictions.
How do I tell if someone blocked my WhatsApp number?
WhatsApp does not notify the sender. If other recipients receive your messages but a specific contact never gets through, blocking is likely.
What is the 24-hour customer service window?
Once a customer messages you, you have 24 hours to reply with free-form messages. After that, you can only re-initiate the conversation with a pre-approved template.
How do I fix the high-quality user experience error?
Ask the customer to message you first, switch from a marketing template to a utility template, or wait and retry later.
Why do I see 'delivered' and 'failed' on the same message?
The recipient is logged into WhatsApp on multiple devices. The message reached at least one of them, so it is considered delivered.
