WhatsApp Messaging Limits and How to Increase Them

By Sparkforge Support Team ·Last reviewed May 3, 2026

WhatsApp business portfolios start at 250 unique recipients per 24 hours. Verify your business or send 2,000 quality messages in 30 days to reach 2,000. Beyond that, Meta auto-scales to 10,000, 100,000, and Unlimited based on quality and usage.

WhatsApp messaging limits cap the number of unique recipients you can message outside the customer service window in a rolling 24-hour period. Limits are set at the business portfolio level — every phone number in the portfolio shares the same pool.

How limits work

Limits apply to business-initiated conversations: marketing, utility, and authentication template messages. Replies inside the 24-hour service window do not count.

Because limits are per portfolio (not per number), one heavy-volume number can drain the daily pool for every other number in the same portfolio.

Limit tiers

  • 250 — default for new business portfolios
  • 2,000 — reached by completing a scaling path
  • 10,000 — automatic
  • 100,000 — automatic
  • Unlimited — automatic

How to reach 2,000

Complete any one of these:

  • Pass Meta business verification.
  • Have your solution provider verify your business on your behalf (if you came in through a partner).
  • Deliver 2,000 messages to unique WhatsApp users outside customer service windows in a 30-day rolling period using high-quality templates.

Meta then reviews your message quality. Approved? Limit jumps to 2,000 immediately, and you'll get email + developer alerts. A business_capability_update webhook fires with the new value.

If you're denied

Limit stays where it is. Meta sends an alert with the path forward:

AlertAction
INCREASED_CAPABILITIES_ELIGIBILITY_DEFERREDSend 2,000 quality messages in 30 days outside service windows.
INCREASED_CAPABILITIES_ELIGIBILITY_FAILEDSend 2,000 quality messages in 30 days outside service windows.
INCREASED_CAPABILITIES_ELIGIBILITY_NEED_MORE_INFOVerify your identity, or send 2,000 quality messages in 30 days.

Automatic scaling beyond 2,000

Once at 2,000, Meta auto-evaluates for the next tier. Your limit moves up within 6 hours when:

  • You're sending high-quality messages across all numbers and templates.
  • You used at least half your current limit in the last 7 days.

Tiers move one step at a time: 2,000 → 10,000 → 100,000 → Unlimited.

Best practices

  • Opt-in: Only message contacts who explicitly opted in.
  • Respond fast: Quick replies improve quality scores.
  • Personalize: Use the customer's name and context.
  • Be useful: Send updates, offers, and tips that earn replies, not noise.
  • Be concise: Avoid spammy formatting, excessive emojis, or shouty caps.
  • Don't ask for sensitive identifiers over WhatsApp (full card numbers, full account numbers, full national IDs).

Good example: "Hi Sarah! Spring Collection just dropped — 20% off your first order with code SPRING20. Shop now: [Link]"

Bad example: "Hey Sarah! Did you know we sell shoes too? Come visit our store for amazing deals on footwear!!!! #ShoeLove"

Frequently Asked Questions

How many people can my new WhatsApp account message per day?
Default is 250 unique recipients per 24-hour rolling period for business-initiated messages. The limit is shared across every phone number in your business portfolio.
Are inbound replies and conversations counted against the limit?
No. The limit only applies to business-initiated messages outside the 24-hour customer service window. Replies inside the window are unrestricted.
How do I jump from 250 to 2,000?
Three options: pass Meta business verification, have your solution provider verify on your behalf, or deliver 2,000 quality messages to unique users in 30 days.
What does Meta consider a high-quality message?
Templates with positive customer feedback, high read rates, and minimal complaints. Low-rated templates can pause auto-scaling and pull your limit back down.
Can one number eat the whole portfolio's limit?
Yes. The limit is shared at the portfolio level. If you operate multiple numbers and one runs hot, the others lose capacity for the rest of the rolling 24-hour window.
Where do I see my current limit?
WhatsApp Manager > Account tools > Messaging limits.
