WhatsApp Bulk Messages with SMS Fallback in Sparkforge

By Sparkforge Support Team ·Last reviewed May 3, 2026

Enable SMS fallback inside a WhatsApp bulk campaign so blocked or undelivered messages reroute to SMS automatically. Fallback fires only on hard Meta delivery failures.

Meta restricts marketing messages to US WhatsApp users, which can break bulk campaigns mid-send. Sparkforge's WhatsApp bulk fallback automatically reroutes failed messages to SMS so the recipient still gets your outreach.

How to enable SMS fallback

  1. Open Conversations > Bulk Messaging.
  2. Choose WhatsApp as the primary channel.
  3. Build or import the recipient list.
  4. In Fallback Settings, enable Fallback to SMS.
  5. Write the SMS fallback copy. Keep it inside SMS character limits and add any required opt-out language.
  6. Review the fallback mapping and click Send.

When fallback fires

SMS fallback triggers on hard delivery failures from Meta:

  • Meta returns a delivery failure such as "Message not delivered due to policy".
  • The recipient's WhatsApp account is inactive or unreachable.
  • The WhatsApp template is rejected for marketing content violations.

When fallback does not fire

  • Soft failures (temporary network issues that auto-retry).
  • Manual cancellations.
  • Numbers where SMS isn't supported.

Billing

You're billed for the channel that actually delivered. If WhatsApp fails and SMS succeeds, only the SMS is charged. If both fail, neither is billed and the failure is logged in the delivery report.

Reduce the need for fallback

Use the WhatsApp Template Rewriter to convert marketing templates into utility-format messages. Utility templates have higher Meta approval rates, which means fewer fallbacks and more direct WhatsApp delivery.

Monitoring

Check fallback success rates in the Message Delivery Reports under Conversations or Reporting. Filter by channel to see how many messages used WhatsApp, how many used SMS, and what failed entirely.

Frequently Asked Questions

Does fallback work for one-off messages?
No. Fallback applies to bulk WhatsApp campaigns only. Individual messages don't reroute to SMS.
Will I be charged for both WhatsApp and SMS?
No. You're billed only for the channel that delivered. WhatsApp fails silently when fallback fires, and the SMS is what gets charged.
Can I customize the SMS fallback copy?
Yes. Write a separate fallback message during campaign setup. Keep it inside SMS character limits and include opt-out language as carriers require.
What if both WhatsApp and SMS fail?
Both failures are logged in the delivery report and no further retries are attempted. Review the log to find the cause.
Does fallback affect my workflows or sequences?
No. Fallback only changes the delivery channel for the bulk action. Any automations or follow-ups configured separately run as scheduled.
