A2P 10DLC Vetting Changes January 2023 in Sparkforge
Starting January 26, 2023, every new A2P 10DLC campaign in Sparkforge goes through manual vetting and pays a one-time $15.75 verification fee. Resubmissions of rejected campaigns are free.
On January 26, 2023, A2P 10DLC campaign registration changed for every messaging provider in the United States. Sparkforge passes the new requirements through without markup. Here's what's different and what it costs.
What changed
All new US A2P 10DLC campaigns — Standard, Low Volume Standard, and Sole Proprietor 2.0 — now go through a manual vetting process. A one-time $15.75 verification fee is charged at registration.
This is an industry-wide change to reduce SMS spam and fraud. Sparkforge collects the fee on behalf of telecom partners and passes it through at cost.
Fee breakdown
| Fee type | Sole Prop | Low Volume Standard | Standard |
|---|---|---|---|
| Brand registration (one-time) | $4.20 | $4.20 | $4.20 |
| Monthly campaign fee | $2.10 | $1.50–$12.00 | $1.50–$12.00 |
| Campaign verification (one-time, new) | $15.75 | $15.75 | $15.75 |
Monthly recurring fees vary by use case type and were not affected by the change.
How vetting works now
New campaigns enter a Pending state until the manual review approves them. You can only send compliant A2P traffic once the campaign is fully approved.
To improve approval odds, follow the campaign best practices guide before submitting.
Important details
- The $15.75 fee is non-refundable. Failed campaigns don't get the fee back. Sparkforge is working on pre-screening to flag obvious issues earlier.
- Existing campaigns are not affected as of the rollout. Only new submissions hit the new vetting and fee.
- Post-approval campaigns like Agents/Franchise and Proxy go through the same vetting after carrier approval.
- Resubmissions are free, except when rejection is due to disallowed content or High Risk content. The campaign use case and opt-in message can't be edited on resubmit — if those need to change, create a new campaign and pay the fee again.
- Toll-Free messaging is exempt. Toll-Free has its own verification but no Brand or Campaign registration through TCR.
